Description
Homero Ortega Boada is an electronic engineer (radio engineer) trained at the Institute of Civil Aviation Engineers in Kyiv. He holds a Master’s and a Ph.D. in Engineering Sciences from the International Civil Aviation University in Kyiv, with an emphasis on radar systems, signal processing, and radio spectrum management and use.
Throughout his career, he has integrated experience in industry, public regulation, academia, and applied research, consolidating a comprehensive professional profile in information and communications technologies (ICT), radiocommunications, and spectrum policy.

In the industry sector, he worked for two years at Ericsson, a multinational leader in communications, participating in research and training activities related to network and telecommunications technologies, including network planning, statistics, and traffic analysis, as well as sector-specific platforms and solutions. He was part of the team that developed the vision of the revolution later known as Communications Convergence.
In the governmental sector, he worked for 2.5 years at the National Spectrum Agency (ANE) as Advisor to the Director General and, at different times, served in acting roles as Director and Deputy Director of Spectrum Planning and Technical Management. From this position, he contributed to the initial operation and institutional consolidation of the ANE, leading and supporting studies for spectrum allocation and planning for mobile communications and broadband internet, the reorganization of frequency bands for the introduction of Digital Television and the use of the Digital Dividend, as well as initiatives to promote awareness of spectrum as a strategic national resource.
At the international level, he represented Colombia at the 2012 World Radiocommunication Conference and in radiocommunication working groups of the International Telecommunication Union (ITU).
At the Universidad Industrial de Santander (UIS), he has developed an academic and R&D career as a faculty researcher, project leader, talent mentor, and Director of the RadioGis Research Group, focused on propagation modeling, signal processing and analysis in the time and frequency domains, mobile communications, Software-Defined Radio (SDR), and initiatives in radio astronomy. He has also held institutional leadership roles, including Director of CentroTIC at UIS.
He is the author of multiple scientific publications in journals and conference proceedings and holds two patents in radiocommunications related to fast signal transformations and applications in OFDM-based systems. He complements his profile with competencies in university teaching, academic management, and interdisciplinary collaboration. He is fluent in Spanish and Russian (language of academic training), has functional proficiency in English, and basic knowledge of French.
