HERNÁNDEZ VELÁSQUEZ

Professor since 2019, with more than 17 years of experience in administrative law and public university administration. Member of the International Association of Constitutional Law (IACL-AIDC), where he participates in the research group Rule of Law and Developments in Science and Technology.

Conciliator in Law at the Centro de Conciliación, Arbitraje y Amigable Composición de la Cámara de Comercio de Bucaramanga (Conciliation, Arbitration, and Amicable Composition Center of the Bucaramanga Chamber of Commerce) (2010–2013). Professional at the General Secretariat (2009–2013); Director of the Disciplinary Internal Control Office (2013–2015); Head of the Human Talent Management Division (2015–2016); Professional at the Office of the President (2016–2019); and Director of Student Affairs (2023–2025) at the Universidad Industrial de Santander.

Researcher on mining and energy conflicts in Colombia (20th and 21st centuries) and, more recently, on the regulation of biomedical, biotechnological, and epidemiological research, as well as health-related technologies, from the perspective of the Human Right to Science.
